Gachapon objects are often delivered in small spheres, with half one color and half transparent, making the prize inside visible. Gachapon games are perhaps better known in the West these days, and they get their name from emulating the random element of a gachapon machine.
Pokémon Were Inspired by Gachapon From the Beginning The earliest drafts of Pokémon, known as "Capsule Monsters," actually took its name from gachapon capsules, which were popular in the '90s. These capsules eventually became what we know today as Poké Balls, with the iconic half-red/half-white design derived from the gachapon capsule's traditional look.
The Rocket Prize Master's role in the story is essentially a way to allow for more Pokémon to debut in the series, as it means Jessie and James are battling with different Pokémon each time they call upon it. It also spices up the battles that Jessie and James have with Ash, as they sometimes gain the upper hand by obtaining strong Pokémon from the machine .

While the Rocket Prize Master didn't actually help Jessie and James win all that often, that's an accurate reflection of what using a gachapon machine is like, as the best prizes tend to be quite rare.
