Since 2019, Dallas police have led 22 operations targeting massage businesses they say were fronts for organized crime.

The result has been 38 people arrested and 50 victims given resources to help them escape forced prostitution.

The city of San Jose, where Dallas Police Chief Eddie Garcia previously worked, she found, had success with implementing new rules, such as barring sleeping quarters in massage businesses and requiring customers walk through the front door.“The problem is that Texas has a law that supersedes what cities can do to massage parlors,” said Mendelsohn.During a public safety committee meeting Monday, Jan.

The Texas Department of Licensing and Regulation confirmed it has 10 field inspectors who visit licensed massage businesses and schools statewide to make sure they’re meeting licensing requirements, such as keeping the facility clean and sanitary, with an eye out for signs of trafficking.Mendelsohn believes the city’s police or code compliance officers could be deputized to do those inspections themselves and set higher fines for businesses who break the rules.
