Debated off and on for more than 25 years, a proposal to build a new San Diego City Hall is surfacing again.San Diego is the eighth-largest city in the country and yet its City Hall, built in 1965, is an antiquated relic and a civic embarrassment. The building is dysfunctional and impossible to maintain. What’s worse, the outdated structure known as the City Administration Building is a massive drain on city coffers and wholly inadequate to meet the needs of today’s workforce.

The financial case for replacing City Hall goes beyond the considerable cost of keeping it operable. Right now, the city has more than 2,300 employees who work Downtown, and 650 of them are in leased space that costs the city over $7.2 million in annual rent. The city spends over $3 million a year in energy-related costs for the administration, operations and Concourse buildings because they’re so energy-inefficient.

A portion of the projected cost for a new City Hall — up to 60 percent of construction costs — can be paid for by revenues related to the sale or lease of five Downtown blocks that will be part of the Civic Center revitalization. The current annual lease payments of $7.2 million could be bonded to generate over $80 million in net bond proceeds with no impacts on the city’s current budget.
