The candidates themselves also have to collect signatures if they don’t want to pay filing fees that top out at $5,000 for U.S. senator. Most third-party candidates need 500 voter signatures, though those running for Railroad Commission or one of the state’s top courts need 5,000. Still, party leaders exercised tremendous control over the nominating process. In 1968, Vice President Hubert Humphrey won the Democratic Party nomination without participating in any of that year’s primaries. That led to reforms, and in 1972 the party began pushing primaries and caucuses.
