Ukraine's President Zelenskyy says his country could declare neutrality and offer security guarantees to Russia to secure peace “without delay” in new talks due to start in Turkey. Only a face-to-face meeting with Russia's Putin could end the war, he said.

In an overnight video address to his nation, Zelenskyy said Ukraine sought peace “without delay” in talks due to get underway this week in Turkey.
