A decade into Xi Jinping’s rule, the puzzle pieces of his designs for China are in place, markingFour decades ago, Deng, a short, stocky survivor of the Cultural Revolution, kicked off an effort to unshackle China from the ideological turmoil of Mao Zedong’s rule, embrace capitalist forces and open China to the West.how, bit by bit, Mr. Xi has torn down the fundaments of the Chinese governance model that Deng built.
“The separation of the party and the state was a key design feature of China’s reform era,” said Richard McGregor, author of “The Party” and a senior fellow at the Lowy Institute, a Sydney-based foreign-policy think tank. “Xi has long said that the separation is redundant. Now we’re seeing his views put into practice.”
Under Deng, the party decided to cede a degree of control. It remained the ultimate authority but delegated to the government much of the actual work of managing the economy and administering the country. All provincial and local branches of the People’s Bank of China were abolished in favor of nine regional arms whose boundaries didn’t correspond to local administrative lines. Later, Zhou Xiaochuan, the longtime PBOC governor and one of China’s best-known economic reformers, tried to take steps to make the PBOC even more closely resemble the U.S. Federal Reserve system, with its dozen regional Fed banks located across the nation.
