“The thing about cyber weapons is that once you use them, they’re over. It’s not like a bomb. When you drop bombs, they always explode. Cyber weapons exploit a vulnerability in your software and security, but once you patch that vulnerability – which the victim might discover during the attack – that weapon is no longer useful.”

Russian missile strikes on Ukrainian cities have been more effective at causing blackouts than cyber attacks have Pia Hüsch, a security research analyst at defence think tank Rusi, says that “cyber operations rarely work in a ‘big bang’,” despite continued warnings of hackers being able to achieve military breakthroughs. “They’re usually more focused on long-term effects, such as influence operations or espionage,” she explains.

“There’s a wide range of threats against the UK that are causing a lot of harm already but don’t come close to a war threshold,” says Hüsch. “The effects of cyber attacks are not as great as most people think. Russia cannot shut off the UK’s national power supply through a cyber attack – I’m pretty confident that it would potentially be able to disrupt some of it, but it’s definitely not looking at some sort of cybergeddon.

Hüsch agrees and adds that there are serious threats beyond Russia. “North Korea, for example, uses ransomware attacks to support funding for nuclear research.”
