Arguably the most hated James Bond supporting character also made a cameo in Superman 2. The Roger Moore era of the Bond series is extremely unlikely to be repeated. Moore's knowingly hammy performance and reliance on silly gags wouldn't fly with modern audiences raised on the Daniel Craig Bond movies or even the Bourne franchise. While some elements of Moore's run have aged poorly, there is a good-natured fun and spectacle to even his weakest outings.
Why Sheriff Pepper Is One Of James Bond's Most Divisive Characters In his first appearance, Pepper is a Louisiana parish sheriff who stumbles into the middle of a speedboat chase involving Bond and the henchmen of villain Kananga . His failed attempt to arrest them leads him and his men to give chase, though they don't prove to be of much help. He and Bond only briefly encounter one another at the end of this setpiece, where he chastises Bond for causing so much mayhem.
Sheriff Pepper Also Appears In Superman 2 After his final appearance in The Man With The Golden Gun, Pepper never reappeared in the Bond series. He did, however, make an appearance in Superman 2. James appears as "Sheriff" in the second Superman movie, who is debating with a deputy about what to eat for lunch before they are stopped by Terrence Stamp's Zod and his minions.
Pepper as a character is also based upon a series of Dodge Challenger commercials from the early '70s, where actor Joe Higgins played Sheriff J.W. Higgins; this character was likely a major influence on the Smokey And The Bandit movies too. Mankiewicz's love for "dumb sheriffs" probably inspired him to bring Pepper back for Superman 2 also, with the sequel doing the bare minimum to pretend he might be a different character.
