After months of a mysterious starship destroying non-Federation ships, the USS Cerritos received intelligence that this adversary is now targeting ex-Starfleet Officers who are now civilians.
At the time of Star Trek: Lower Decks, the Romulan sun is in the process of going supernova, and Seven is presumably applying her skillset as a Captain of the Fenris Rangers during that tumultuous time. Curiously, Star Trek: Lower Decks labeled Seven among the "ex-Starfleet Officers" that needed to be protected, but Seven doesn't actually join Starfleet until nearly 20 years later.
Dr. Beverly Crusher resigned from Starfleet and left the Enterprise-E, and she cut off all contact with her crew for the next 20 years. Picard didn't know Beverly was pregnant, and Dr. Crusher raised her son Jack in secret as they became 'doctors without borders' providing aid to worlds outside of the Federation. When Star Trek: Lower Decks' USS Vancouver goes to find Beverly, she may already have given birth to baby Jack.
