‘Today housing protest has become a luxury few can afford,’ writes Vicky Spratt . When workers are striking, plans fall apart and society is unable to function. But disruption is not all they bring.

In February of that year the strikers, mostly women known as “Barbour’s army”, formed the Glasgow Women’s Housing Association to resist the rent rises. By May, when their first strike began, around 25,000 renters had joined the movement. They also resisted evictions. was introduced to limit the amount of rent that landlords could charge. From then until the 1980s there were various systems of rent control. In particular, the system of “fair rents” which were set by rent officers from 1965 protected tenants.

Now, a renter who decides to strike and does not pay their rent could be evicted at best and, at worst, end up with a county court judgement on their credit record for rent arrears which would make it challenging to borrow money, get a mortgage or, even, rent another home. Renters have been disempowered by deregulation which works against them but striking – a tried and tested means of protest with a proven historical record of bringing about change – has been made impossible by the 1988 Housing Act.leaving millions living in damp and mouldy conditions
