He was ordered to pay £4,368.92.Dacorum Borough Council investigated another incident in Guinery Grove, Hemel Hempstead where a tipper truck load of household clearance waste was found for which Kelsey Owens of Hilltop, Redbourn was responsible for. She was instructed to pay £704 for the offence.
