Want to protect the health of older Americans? Increase immigrant labor | Opinion
Byof nursing home residents in the United States died of COVID-19 during the first year of the pandemic, an alarmingly high rate that far exceeds that of elderly Americans overall.
Most states have taken advantage of flexibility in the Medicaid program to provide waivers that allow older Americans to receive covered care in their own homes or in local centers. Medicaid spendsa year on these nonresidential services, more than it spends on institutional long-term care. Instead, the cost of services to facilitate aging in place falls, and more older people choose to do just that. A typical U.S.-born individual over age 65 in the year 2000 was 10% less likely to be living in an institution than would have been the case if immigration had remained at 1980 levels.
. Though the share of immigrants in the population is as high as it was at its historic peak at the turn of the 20th century, net migration has fallen every year since 2016.
