Cities across the Valley are imposing new regulations on short-term rentals, which local leaders have blamed for diminishing housing affordability and noisy parties in quiet residential neighborhoods.

Whitehead said she is disappointed by the weak regulations the Legislature allowed but is hopeful they will nevertheless reduce short-term rental disruptions. Background checks are required for the guests who book the stay to ensure they have not been convicted of a serious crime, including sex offenses. Sex offenders also can't operate a rental property.

For example, rental licenses in Peoria will be valid unless suspended or revoked, while property owners will have to renew their permits every year in other cities, such as Mesa and Scottsdale. Peoria has also decided to require a background check for anyone who wants to own a vacation rental. “You really only are able to capture the information of the primary guest,” Scottsdale property manager Ric Kenworthy said. “If you start requiring guests to tell you every single person that might stop by, you're going to turn a lot of people off.”
