The heated argument over Orem's attempt to split away from the Alpine School District has one lawmaker seeking change in how school district splits occur.Sen. K

The Alpine School District Board on Tuesday, April 18, 2023, voted to continue to study the process of potentially closing five schools. Attendance was high during a public meeting in American Fork, Utah, on the proposed closures. Sen. Keith Grover said it was embarrassing to see how bitter and how emotional the debate became.

He’s working on a bill that he hopes would take the emotion out of future school district split discussions.Utah Taxpayers Association endorses Orem only school district Before a split can happen, a feasibility study has to be done. In the case of the attempted Orem split, critics said the private company hired to conduct the split had inaccurate and biased information, and that the study was done with an agenda in mind.If his bill goes through, the studies would be done by a neutral party, and Grover is hoping they would be done either by the Utah State Auditor or the Legislative Auditor.

“Because it’s got this automatic trigger, it’s not driven by an agenda like, ‘Hey, we want a smaller school district. We’re tired of X, Y and Z happening to this district.’ It’s like, ‘No, once we get to this threshold, let’s go ahead and look at it,'” said Grover. The results of those studies would then be passed out to everyone who lives in that particular municipality. However, Grover said that doesn’t mean the district will have to split.Grover said the debate got so heated last year, that city council members are still facing criticism over how they voted. Voters overwhelmingly rejected the split by a 73 to 27 percent vote.
