Stanford and Princeton joined Harvard in announcing they would not take millions of dollars in stimulus money allocated to them by Congress

The President interrupted Treasury Secretary Steven Mnuchin, who was answering questions about large companies who had received federal loans meant for small businesses under the payment protection program. Trump apparently believed, wrongly, that Harvard was getting money from that program.

The law requires schools to give at least half of their money to students in the form of emergency relief to cover coronavirus-related expenses. Sixteen percent of Harvard’s 24,000 students receive Pell grants. After several days of attacks by the media and by Donald Trump, Jr., Harvard said yesterday it would give its entire $9 million grant to students.

Newton declined to answer whether political pressure had anything to do with Harvard’s decision. On background, a Harvard official said that aissued yesterday by Secretary of Education Betsy DeVos that included a Q&A about how schools should distribute the emergency funds, contributed to Harvard’s decision. The letter says that schools should be guided by Title IV, the federal law that governs financial aid. Under the law, undocumented students cannot receive aid.

Iris Palmer, a senior advisor in the education policy program at New America, a non-partisan Washington, D.C. think tank, says that the first DeVos letter failed to spell out how a school like Harvard could give its stimulus money away without the possibility of legal challenges.
