Tonight thousands of people will descend on Liverpool's Pier Head as Jamie Webster opens the On The Waterfront festival.put on by Radio City on the site 22 years ago. Those who were old enough will remember bands like Blue, Hear'Say, Sophie Ellis-Bextor, and Victoria Beckham packing out the site for the Radio City Party at the Pier.
