To get there, the Republican Leader has reportedly agreed to these rules changes demanded by Perry and his allies:Perry has contended that in the last six years, there hasn’t been a single amendment allowed for debate on the House floor after a bill has passed out of committee. That means if you’re not on the right committee, you’ve been locked out of any chance to have a meaningful impact on bills that could have huge consequences for your constituents.
