The guidelines would affect would-be immigrants applying for visas legally from consulates abroad as well as those already living in the U.S. who want to change their immigration status —most likely having a disproportionate effect on low-income immigrants.: The law already says the government can reject immigrants coming into the U.S. based on their likelihood to become a “public charge.
For immigrants seeking entrance into the U.S., immigration officials will now decide if a person is likely to use such benefits in the future using factors like education and income level.: Immigration advocates have fiercely criticized the new rule, saying it unfairly targets low-income migrants or those with disabilities.
