JUST IN: State Dept. proposes slashing the number of refugees allowed into the US from 30,000 — already a historic low — to 18,000. The proposed number is a fraction of the 85,000 cap proposed by former President Obama in 2016.

in the program's nearly 40 year history, allowing less than 20,000 resettlements.

"Indeed, it would be irresponsible for the United States to go abroad seeking large numbers of refugees to resettle when the humanitarian and security crisis along the southern border already imposes an extraordinary burden on the U.S. immigration system," the State Department said in its release. Trump's administration already dramatically cut the cap for the 2019 fiscal year to 30,000, which was the lowest at that point in time.

David Miliband, president of the International Rescue Committee, said Thursday the announcement of the cap was a"sad day for America."
