The Intelligence and National Security Alliance (INSA) will present the award to the first Secretary of the Department of Homeland Security and the former two-term governor of Pennsylvania at a dinner Saturday night.

The establishment of DHS marked the largest reorganization of government since the Truman administration. As its secretary, Ridge worked with more than 180,000 employees from a combined 22 agencies to create a new Cabinet agency that facilitated the flow of people and goods; instituted layered security at air, land, and seaports; developed a unified national response and recovery plan; protected critical infrastructure; integrated new technology; and improved information sharing worldwide.

Said Ridge in response to the honor: “Dr. Baker is a legendary figure whose contributions to our nation are innumerable, so to receive this award with his name attached is an incredible honor. I cannot help but to think of the thousands of dedicated men and women within DHS and across government who came together at the most challenging of times to protect our country. I humbly accept this Award on behalf of these patriots who served – and continue to serve today – with distinction.

Born Aug. 26, 1945, in Pittsburgh’s Steel Valley, Ridge was raised in a working-class family in veterans’ public housing in Erie. He earned a scholarship to Harvard, graduating with honors in 1967. After his first year at The Dickinson School of Law, he was drafted into the U.S. Army, where he served as an infantry staff sergeant in Vietnam, earning the Bronze Star for Valor. He returned to Erie and was elected to Congress in 1982, where he was overwhelmingly re-elected five times.

Throughout his career of service, he has received numerous honors, including the Woodrow Wilson Award, the Veterans of Foreign Wars’ Dwight D. Eisenhower Award, the John F. Kennedy National Award, and the Ellis Island Medal of Honor. Mr. Ridge currently serves as chairman of the National Organization on Disability, as co-chairman of the Bipartisan Commission on Biodefense and serves on the board of the Center for the Study of the Presidency and Congress.
