Pasadena is studying how to further reduce the city’s carbon footprint. Facing demands that Pasadena stick to getting to 100% of its electricity from carbon-free sources by 2030, a key Pasadena committee on Tuesday, Oct. 10, delayed recommending a proposed plan that would guide the city’s power priorities.

The IRP models six different scenarios based on certain assumptions — such as space constraints and emerging technologies — that provide pathways to a carbon free future by 2030. But finding that fit among the scenarios will not be easy given supply chain challenges, high costs, transmission and power generation issues, officials said.

Castro echoed the city report released Tuesday that noted that while all “scenario-specific” resource portfolios in its plan perform better than the current statewide greenhouse gas target, those representing carbon-free electricity by 2030 on an hourly basis will be the most challenging to achieve. On Jan. 30, the Pasadena City Council adopted Resolution 9977, which declares a climate emergency, and set the policy goal to achieve 100% carbon-free electricity by the end of 2030. But even before that resolution was established, there were signs that not all would be satisfied, namely because some were arguing for carbon-neutrality.

While Castro on Tuesday the city was committed to a carbon-free goal, it was not exactly music to the ears of a passionate, engaged public, who want a bolder, even more strategic statement on the goal that dealt head-on with the challenges.
