By the 2019 session, it was Canales who was getting his friend’s voicemail and wondering why he wasn’t home. Former state Rep. Chris Paddie, R-Marshall, another good friend of Nevárez’s who entered the Legislature at the same time as him in 2013, was similarly caught off guard when he read the news about his arrest.
“Christmas tree bills,” or pieces of legislation that end up ornamented with tons of riders, are a common occurrence toward the end of session as lawmakers desperately seek Hail Marys on dying proposals. Nevárez was known for being especially deft at this.
