State officials insist the projected power shortfall is real, and serious. So does Southern California Edison. One is the planned retirement of thousands of megawatts of capacity at a time when California increasingly needs energy generators that can fire up in the evening, to replace the solar farms that supply more and more of the state’s power during the day.
