Republican state Representative Briscoe Cain carried the voting bill in the House earlier this year and said he supported the clarifying amendment for those with felony convictions to make sure that"people that do innocent things" are not arrested again for their past actions. The Texas Senate rejected a provision to the state's new voting bill that sought to protect convicted felons who were unaware they can't vote. Members of the Texas State Legislature listen as members of Congress speak at a press event following the House of Representatives vote on H.R. 4, the John Lewis Voting Rights Advancement Act, at the U.S. Capitol on August 24.

Lawmakers specifically invoked the case of Crystal Mason, who was sentenced to five years in prison in 2018 for casting a provisional ballot in the 2016 presidential election when she was on probation. Her provisional vote wound up not counting, and her case is now on appeal.
