“The Texas Governor does not have the authority to usurp the Board of Trustees’ exclusive power and duty to govern and oversee the management of the public schools of the district,” the district said “Texans have mastered the safe practices that help to prevent and avoid the spread of COVID-19,” Abbott saidlate last month. “They have the individual right and responsibility to decide for themselves and their children whether they will wear masks, open their businesses, and engage in leisure activities.”
