The House proposal would require book vendors to rate books as either sexually relevant, sexually explicit or neither. Books rated as sexually explicit would be prohibited from school libraries altogether, while books rated as sexually relevant could only be accessed by students whose parents or guardians have agreed to let them.
Rep. Ron Reynolds, a Missouri City Democrat and the chair of the Legislative Black Caucus, cited data from PEN America that shows efforts to ban booksparticularly around authors of color or those who are showcasing LGBTQ characters. Rep. Jared Patterson, R-Frisco and the author of the bill, said he was motivated to file the legislation after coming across the popular graphic novel “Gender Queer: A Memoir.” The book details a person’s experience not fitting into a traditional gender binary and embracing that fact.Patterson said he objects to passages in the book that depict sexual scenes.
