From there, water, sand and a range of chemicals are sprayed at extremely high pressures to free methane, or “natural gas,” from the rock.

The lease term offered was three years and could be extended beyond there. Encino estimated drilling about 89 wells to capture Salt Fork’s oil and gas, per the documents. The offer said Encino would abide by “substantially similar environmental protections” as Encino agreed to with the Muskingum Watershed Conservancy District – another arm of state government. Encinoplus 20% royalties from MWCD last year, not counting an agreement to purchase millions of gallons of water from the lake to free gas from underneath.
