The comptroller’s office usually acts in a “ministerial” role in approving state agencies’ payrolls, Bryan said. But because of Paxton’s recent impeachment, the office’s fiscal management division took a closer look.“This particular payroll has some special circumstances surrounding it given the proceedings happening in the Legislature anddetailing our position on this. So we went and checked,” he said.
