The deal, which is expected to go to a vote in the Legislature this week, comes after much haggling but includes a provision to prevent such fights in the future: It would make the rules permanent and not subject to regular renewal by lawmakers. The rules are cherished by many residents, bemoaned by the city's powerful real estate industry and the subject of lore by those in search of that rare gem: an affordable apartment in one of the most expensive cities in the country. The move to allow other cities in New York state to institute similar rules comes as high rents and the high cost of living, in general, have become points of contention in many cities across the country.
