Star Wars Legends' Shadows of the Empire preceded the plans George Lucas had for the sequel trilogy, and Disney has been creating their own version.
The rise of crime syndicates in the Star Wars galaxy was an idea that originated in multiple forms from George Lucas, and Disney's Lucasfilm has been doing their own version with clear inspirations from those core concepts. With the knowledge that Lucas intended crime syndicates to play a major role in his version of the sequel trilogy, it's interesting to look at how those ideas still manifested in places such as The Clone Wars animated series.
While Disney's purchase of Lucasfilm in 2012 largely derailed Lucas' vision for the sequels, he had already begun setting up Maul's rise in the underworld, as seen in The Clone Wars. Following Maul's survival and the restoration of his mind, he eventually gathered a Shadow Collective of crime syndicates to help him attack the planet Mandalore. Likewise, this Shadow Collective would eventually reform as Maul's very own syndicate Crimson Dawn.
