Star Trek: The Next Generation originally had a very different plan for the introduction of the Borg, which was abandoned due to the 1988 WGA strike.

The original plan for the introduction of the Borg Collective in Star Trek: The Next Generation was abandoned due to industrial action by the Writers' Guild of America, but its replacement made the Borg and the character of Captain Jean-Luc Picard much better as a result. The Borg first appeared in Star Trek: TNG season 2, episode 16, "Q Who", when the USS Enterprise-D was stranded in the Delta Quadrant by Q to petulantly prove why Picard needed his knowledge and expertise.

SCREENRANT VIDEO OF THE DAY SCROLL TO CONTINUE WITH CONTENT While it's never been made explicit in canon, the Borg made their first appearance in the TNG season 1 finale, albeit as an unknown force. In "The Neutral Zone", Captain Picard and the Enterprise were sent to the titular region of space to investigate mysterious attacks on Romulan and Federation outposts.

An alliance with the Romulans in TNG would have made sense, as the character of Lt. Worf had established that the Federation and the Klingon Empire had made peace with each other since the time of Star Trek: The Original Series. In allying the Romulan Star Empire with the Federation, Star Trek: The Next Generation would have brought the hostilities of the TOS era to a close. The 153-day writers' strike of 1988 meant that Hurley's original plan for TNG season 2 didn't go ahead.

How The Writers' Strike Made Star Trek's Borg Story Better If Hurley's proposed Borg plot had gone ahead, it's likely that it would have been a larger story about the Federation and the Romulan Empire putting their differences aside for the greater good. This would have robbed Jean-Luc Picard of the story that would define his character.

If the Romulans and the Federation had teamed up to fight the Borg in Star Trek: The Next Generation season 2, it's hard to imagine that TNG season 3 would have featured another huge battle against the Collective. In abandoning the storyline, and instead introducing the Borg Collective as an impending threat, TNG made them a far bigger Star Trek enemy.
