There’s no question that if you see a person in distress, even if you think it might be too late, you need to immediately run to call 911. Carrie is decently smart, and we know that she’s really, really good at complaining. I have to assume that moments after the scene ends, she does call 911. Even if she believes that he’s dead, she’s probably not going to sit around in her apartment with her husband’s corpse and make herself a cosmo.
Even without that background information, we know that the time that elapses between Carrie seeing Big on the floor and the end of the scene is under one minute. We don’t see her calling 911, but we do see her moving Big out of the water stream, checking his breathing, and listening for a pulse — she's not, like, scrolling her emails. And by the way, the average response for a 911 call for a medical emergency in New York City is over 10 minutes.
