The proposed College Athletes Protection & Compensation Act from Sens. The NCAA has declined to establish rules that set a national standard for NIL since a unanimous vote by thethat NCAA restrictions on “education-related benefits” for college athletes violated antitrust law. “Nowhere else in America can businesses get away with agreeing not to pay their workers a fair market rate on the theory that their product is defined by not paying their workers a fair market rate,”
