Senate has votes to pass first of two spending bills to avoid government shutdown, with second vote ahead

The Senate passes the first of two funding bills it needs to approve to avoid a government shutdown.

Senate Minority Leader Charles Schumer, D-N.Y., right, and Senate Majority Leader Mitch McConnell, R-Ky.The Senate passed the first of two spending bills it plans to approve Thursday to prevent a government shutdown. It also scraps key taxes to fund the Affordable Care Act and raises the U.S. tobacco buying age to 21.

Earlier this year, Congress approved a two-year deal to suspend the federal debt ceiling and set budget levels. It took months, and two short-term spending bills, for lawmakers to agree on where to actually send the money.
