City College and other colleges across California await lawmakers' vote on how the state wants institutions to fund their affordable housing projects
It is the most ambitious effort to build affordable housing for community college students in San Diego County. But just how affordable it will be hinges on state legislators taking action later this month.
City College President Ricky Shabazz said the district is confident the state will finance the project, and it is prepared with backup plans to ensure the project moves forward because “we were going to build affordable housing for students no matter what.”City College’s original plan was to cover construction costs with $75 million from the state’s Higher Education Student Housing Grant Program, and to partner with a nonpublic entity.
Most colleges found the state’s new strategy to be untenable because they would not manage to generate sufficient revenue from cheap rent to secure the bonds, said Rebekah Kalleen, executive director of the Community College Facility Coalition. In the meantime, City College is focusing on bringing a developer on board to help bring its vision to fruition.
Plans include demolishing the structure and turning it into an eight-story building with scores of beds for low-income, full-time City College students. It won’t have parking, but residents could use a nearby, college-owned parking structure. The residential building will also be near a trolley station.
A big population of the students at City College can attest to those pressures, said Shabazz. Of its estimated 12,300 students, about 90 percent are low-income and 15 percent are experiencing housing insecurities, according to a 2022 college survey. Nearly 60 percent of students had difficulty paying their current living expenses, and 22 percent anticipated difficulty soon.
