While supportive of the plan, some fear gentrification will follow and change the area’s character.

SARA officials call the creek restoration plan an “environmental justice issue” for an area that has historically been neglected, and urban planning experts predict the project will help revitalize what has long been one of the city’s lower-income neighborhoods. “I’m sure these creeks will look really nice,” Hernandez said. “But what’s the motive here? When they say the community can enjoy it, what community do they mean?”There’s not a lot of disagreement that restoring the West Side creeks to their original state would be beneficial to both the ecosystem and the region as a whole.

For years after paving them, the city left the creeks untouched. Reconstruction after the floods heavily favored the wealthier, whiter North Side — as with the construction of the Olmos Dam — along with a focus on downtown businesses. The total cost for the improvement of the four creeks is about $200 million, 65 percent of which comes from the federal government and the rest of which is funded locally. Construction is not scheduled to begin for another two years.

The rising home values on the West Side are just basic economics: More demand for housing in an area means higher home values and higher rents, said Christine Drennon, a professor of sociology and director of the urban studies program at Trinity University. “What are we going to do? We have to make it work,” Paul De La Torre said. “We can’t just go pay double for an apartment in a place that’s not our neighborhood.”
