Japan's consul in Vladivostok, in Russia's far east, was detained on suspicion of espionage, Moscow's security service said on Monday.

Hayashi accused Russia of violating the Vienna Convention on Consular Relations after the Federal Security Service, or FSB, arrested Japan’s consul in Vladivostok on spying charges on September 26.
"The actions by the Russian side constitute a clear and serious violation of the Vienna Convention on Consular Relations and the Soviet-Japanese Consular Convention," said Matsuno, who called the incident"extremely regrettable.
Article 44 states consular officers"are under no obligation to give evidence concerning matters connected with the exercise of their functions." Moscow and Tokyo exchanged protests in the form of diplomat notes this week, and Mikhail Galuzin, Russia's ambassador Japan, was summoned by the Japanese foreign ministry, Hayashi said.
