Rossendale council tax to rise by 2.99% as parties clash on staff cuts and Government funding

Rossendale Council has set a 2.99 per cent rise in council tax and other budget plans but political parties clashed on a series of topics.

‘STAFF CUT BY 30 PER CENT OVER THE YEARS’ In a budget-related questions session, Labour Coun Annie McMahon said Rossendale Council had an accumulated reduction in funding of £28million. She asked a cabinet member to comment on the overall impact of such ‘colossal cuts’. Labour’s Samara Barnes asked what the different sums of council tax, known as precepts, would being levied by Rossendale Council, Lancashire County Council, police and fire services in the next 12 months.

He said: “There is uncertainty about future government funding and councils have faced reduced revenue funding [for day-to-day services and activity] for years. Councils are now heavily reliant on generating income from council tax, business rates and other sources. ‘BUSINESS ACTIVITIES MUST GROW’ Conservative Coun Alan Woods thanked council officers for their input into the budget process.

“Invest in Rossendale is a good brand but it’s not delivering growth. There was a long delay in recruiting a business adviser at the council and other issues. Meanwhile, Burnley is seeing businesses moving there because there is business support. “Some people on Rossendale Council have ignored our advice while Burnley has reaped the rewards of regeneration.

However, Community First Coun Alan Neal said Westminster policies on areas such as economics, energy and requiring councils to bid for funds were wrong. Community First Coun Dayne Powell added: “Personally, I don’t want to increase council tax. Our group is too small to be able to put forward an alternative budget. I would have been interested in seeing what Rossendale Conservatives would have suggested in an alternative budget. But they have not. It’s a charade. A pantomime. It’s the sign of a weak opposition in not coming-up with an alternative.

Coun Samara Barnes said: “Where is an alternative budget from the Conservatives? They haven’t got any amendments or a full budget. All they can do is mud-slinging.”He said: “We have seen business successes in various areas of Rossendale including Rawtenstall town centre, New Hall Hey business park and in Bacup. We also acted and stopped some plans when it became clear there were developer issues.
