The 15-page letter, obtained by cleveland.com and The Plain Dealer, says “morale has been suffering for some time” at the Rocky River Police Department because of Chief George Lichman.

Rocky River Police Chief George Lichman responds to allegations. CLEVELAND, Ohio – Rocky River officials are reviewing the police department’s administrative policies after the union for officers criticized the chief to Mayor Pam Bobst.

Lichman has been the city’s police chief since November 2020, when he replaced Kelly Stillman, who transferred to Beachwood’s police department. Lichman has been with the department for 25 years.“The information provided by the was lengthy, unorganized and redundant, making a comprehensive response difficult,” Lichman said.

“This inflammatory group he was supporting is outspoken with anti-police rhetoric and is widely considered offensive to and firmly against the law enforcement profession,” according to the union’s letter. The union also said Lichman’s social media posts, which are now locked for privacy, have made officers feel anxious. The union cited a Twitter post from 2013 from Lichman’s account and a blog of book reviews he wrote.

Lichman denied that it is him in the picture, saying there is nothing that links the image to him, except that he attended Eastern Michigan University 27 years ago. “After a careful review of the facts that were currently available, there was insufficient admissible evidence to support presenting the matter to the grand jury,” according to a statement from the county prosecutor’s office.

Lichman said he believes the union’s allegations were brought up to distract city leaders from performance reviews and to influence action regarding current arbitration between the city and the union. He said it also was an attempt for one union member to be promoted to sergeant.
