'Mitch McConnell should not be contracting the Senate's decisions out to the White House,' Senator Chris Van Hollen said.

"To make a law, you have to have a presidential signature," the Senate majority leader said."They are working on coming up with a proposal that the president will sign," he continued."Until that happens, all of this is theatrics."
