WASHINGTON—The Justice Department will put limits on the work of court-appointed monitors who oversee local police revisions, including setting caps on their budgets and tenure, officials said Monday.

The limits, which are being introduced as the Biden administration takes an active role in overhauling local law-enforcement agencies, drew praise from police groups that have long complained that federal monitors are overpaid and unnecessarily invasive.
