“The U.S. Department of Housing and Urban Development has just started easing up on the guidelines regarding whether we can count couch surfers,” Eaden said. “People a lot of times aren’t aware of the specifics.” Those who spend more than 30% of income on rent, mortgage and other housing needs, also don’t count as homeless for the PIT survey. That’s about 25% of Plano’s population, Eaden said.“They truly are living paycheck to paycheck,” Eaden said. “We just don’t know it because they look like you and me.”Plano officials say they are working hard to help people experiencing homelessness.

The Ending Homelessness Funds and the Homeless Housing and Services Program are financed by the Texas Department of Housing and Community Affairs.Funds for the Homeless Housing and Services Program may be used for construction, development or procurement of housing for homeless people, and rehabilitation of structures aimed at serving homeless people or those at risk of homelessness. The Ending Homelessness Funds may be used for case management and financial assistance, among other services.
