The pause on Saskatoon\u0027s new library due to bids that came in higher than expected should surprise nobody who had been paying attention.

Activate your Online Access NowExactly one year ago, I wrote a column comparing claims by the library board that the project would proceed on time and on budget toThese claims seemed implausible as other similar ventures in Canada doubled in price due to inflation, forcing some to be scaled back, delayed or cancelled.The library board insistedas it prepared to allow three qualified companies to submit bids. At that point, the construction cost for the library had risen from $73.3 million to $79.

The tender for bids closed in July. Sometime between then and the library’s announcement in a Thursday news release,Somehow, it had eluded those tasked with delivering on one of Saskatoon’s most expensive projects of its kind that the construction would be taking place in the same conditions that existed elsewhere.
