The cold weather that descended on the city this weekend makes that crisis even more dire. Yet the province, which is actually set to balance the budget this year for the first time since 2015 because it is so flush with cash from resource royalties, seems to have escaped much of the criticism.
While Saskatoon’s homelessness crisis cannot entirely be linked to addiction, there are often underlying issues that cause or exacerbate homelessness.
