“Though I know I am not that person” as publicly depicted, “I still feel shame and embarrassment for what I have caused to my family, to my friends and to all who have been affected by my behavior,” Manafort said. “Let me be very clear. I accept responsibility for the actions that led me to be here today, and I want to apologize for all I contributed to the impacts on people and institutions. While I cannot change the past, I can work to change the future.

He led a sophisticated scheme “to avoid a duty all Americans have” to pay their taxes, Weissmann said, hiding wealth in 30 foreign bank accounts containing more than $50 million for his work for the government of Ukraine and Deripaska. Jackson said the punishment Manafort was given in Virginia federal court last week has no bearing on what she will decide; any term Jackson imposes could overlap with or be served in addition to the nearly four years Manafort received last week in federal court in Alexandria on related tax and bank fraud convictions at trial.“What’s happening today is not and cannot be a review or revision of a sentence that was imposed in another court,” she said.

Jackson said that her finding Manafort “accepted responsibility” under sentencing for the sake of the calculations being done, is “not the same” as deciding he “ has accepted responsibility in the existential and personal sense.”The judge ruled earlier this year that Manafort breached his plea deal by lying to the FBI, prosecutors and grand jurors during more than 50 hours of interviews.

While the case was brought by the special counsel investigating Russian interference in the 2016 election, Manafort’s convictions stem from his earlier work in Ukraine. Manafort joined the Trump campaign in March 2016 and left in late August of that year amid reports about his payments for his political work in Ukraine.
