The committee of MPs and peers warned that Whitehall departments lacked the “resources, expertise or knowledge” to counter the Chinese threat based on Beijing’s “whole-of-state” doctrine – which sees private companies and individuals as well as state assets as legitimate tools to gather intelligence and exert influence across all spheres of British political, academic and industrial activity.
The researcher, who remains on police bail, reportedly had links to MPs including Tom Tugendhat, who is now security minister, and Alicia Kearns, chairwoman of the Commons’ foreign affairs select committee. Scotland Yard said both of those arrested had been detained under the section of the act which deals with actions that could be “prejudicial to the safety or interests of the state”, and that inquiries were continuing by its counter-terrorism command, which has responsibility for investigating potential espionage.
Referring to the period of superpower rivalry and espionage in the 19th century, the MP added: “This is the Great Game. They try to infiltrate us, we find them, they go again.”
