The state has been operating without an enacted general fund budget since July 1, which is causing concern for agencies that depend on state funds to operate.
The Pennsylvania Senate is expected to convene Thursday to sign the $45.5 billion budget bill that has been hung up for the past 33 days.
Shapiro has said he will sign the bill into law as soon as it reaches him, freeing up money for schools, county agencies, non-profit groups, and others that rely on state funding for their operations. “Gov. Shapiro has provided us the necessary assurances to guarantee the monies for those programs will remain untouched until the legislature has finalized the language,” Ward said in a written statement Wednesday night. “Senate Republicans will continue to negotiate with our counterparts in good faith and in the best interests of Pennsylvanians. We hope our counterparts will do the same.”
Republicans saw this as Shapiro backing out of a package deal, in which they had agreed to some Democratic spending priorities in exchange for a voucher program they said they were led to believe House Democrats were on board with; Shapiro blamed the Senate GOP for not fully engaging with the House before inserting the voucher funding into the budget only hours before the June 30 deadline.
