Eight Pa. kennels made the 'Horrible Hundred' list. But two breeders say the list does not paint a full picture.
Pennsylvania ranks fourth nationally for the most problem puppy mills on the Humane Society of the United States’ annual “Horrible Hundred” list.“Pennsylvania puppy mills appeared in this report for keeping dogs in dirty, too-small cages and animals [were] exposed to severe weather and bitter cold,” said Erica Heffner, a media relations coordinator with the HSUS.
Many puppy mills, defined as breeding operations that put profit over the care of the dogs, slip under the radar in the United States because laws vary by state and local jurisdiction, they said. This was the sixth year Eichenluft Working German Shepherds has made the Horrible Hundred list. The most recent HSUS report found the kennel was cited by the state for inadequate protection from the cold, and lack of proper vaccination documents and other records.
State records show Graf operated Ritner Kennel boarding facility and Ritner Kennel Rescue that were closed because of non-compliance with the dog law. Little Puppies Online received verbal and written warnings by the state for cramped conditions, the report said. Some puppies could not fully stand, turn freely or sit down on a normal position in the Red Lion location, owned by Nathan Bazler and Dianna Burkindine, according to the HSUS.
Blissful Paws received three state citations within 10 months, between May 2022 and March 2023. State authorities found matted dogs, unsanitary conditions and said the kennel operator failed to keep up with regular veterinary examinations.“It is not hard to receive a citation, similar to a speeding ticket,” Beiler said. “They are there to keep us on our toes.”
