Both sides will get 45-minute opening rounds to question the witness in depth.
Allowing committee counsel to question witnesses for extended periods of time has drastically changed the format of the impeachment hearings from the typical Capitol Hill affair. Usually, congressional hearings feature abbreviated question periods that alternate between the majority party and the minority. Witnesses often filibuster or evade — knowing that they can run out the clock on difficult questions.
