Glasgow City Council's opposition parties are calling on Scotland's First Minister to step back from his commitment to freeze council tax. They argue that the policy was announced without the agreement of COSLA and that council tax decisions should be made by local councillors. Concerns were also raised about how the freeze would be fully funded.
Scotland ’s First Minister is being urged to take a “step back” from his commitment to freeze council tax by Glasgow City Council ’s opposition parties .
The motion read: “The council notes that the First Minister has said the freeze will be “fully-funded” but also recognises that there is not yet an agreed definition of what that means, creating considerable uncertainty for councils in the context of their respective medium-term financial strategies.
He said: “If it is not “fully funded” as promised by the Scottish Government, it’s going to put even more pressure on council budgets at the worst possible time. Glasgow Labour Finance Spokesperson Councillor Jill Brown added: ”To get a clap at the SNP conference, the First Minister has once again run roughshod over local authorities and has not provided any clarity as to what funding will be provided to Glasgow City Council to fund the Council Tax freeze.
”The First Minister himself will now have to restart the relationship between his Government and local government. The disregard shown by him is completely unacceptable.” “Council notes the concern around the way that this announcement has been made and agrees that engagement with local government and COSLA is crucial to determine how this proposal will work.”
